Creo que en parte esto se debe a provincialismo, a falta de interés por ver el cuadro general, parte a temor por meterse más enemigos de los que ya tienen y parte a pura ignorancia.</p><p>No podemos seguir ignorando esa parte del problema que hay en Venezuela. Para salir de la dictadura conviene ir más allá de nuestro continente.</p><p>Recomiendo los siguientes libros. Algunos ya han sido traducidos al español y otros no</p><p>Putin's People de Catherine Belton; un libro sobre cómo la mafia de la KGB y otros siloviki llegaron a retomar el poder en Rusia.</p><p>The History of Modern Russia de Robert Service: una historia general de Rusia y su imperio en tiempos zaristas y luego en tiempos de la Unión Soviética.</p><p>The Lost Kingdom, por Serhii Plokhy: este libro, mucho más alejado de nuestro país, explica en gran detalle los problemas de identidad que hay en Rusia y Ucrania y cómo el régimen de Putin utiliza la historia...dentro de una tradición que ya tiene muchos siglos.</p><p>Y para contrastar, podemos leer</p><p>Empires of the Atlantic World por J., H. Elliott, quien compara el desarrollo de los imperios británicos y españoles en América. Chapter CCCMLXIV<p style="text-align: justify;">Over twelve years ago I <a href="http://desarrollosostenibleparavenezuela.blogspot.com/2009/04/el-pcv-y-la-kgb.html">wrote </a>in Spanish an article about a document that Russian dissident Bukovsky found when he finally had a one time access to the KGB archives. This documents shows how the president of the Venezuelan Communist Party back in the eighties, Faria, asked the KGB to train his nephew in sabotage and the usual stuff extreme leftists train into when they want to sabotage a government. This nephew, working at a Venezuelan university, was going to the Soviet Union in the framework of a scholarship but, as others, simply used that for ideological purposes. The documents showed the petition was approved. </p><p style="text-align: justify;">We do not know what happened afterwards but we know the extreme left used the opportunity in early 1989 to promote riots in Venezuela. Those riots were later known as El <a href="https://en.wikipedia.org/wiki/Caracazo">Caracazo</a>. The military and the extreme left got into a lot of violence. The military was definitely responsible for many of the killings but the whole thing was murky to say the least. One of the military officials who went to fight against the extreme left was the brother of a military who later became one of Chavez's people. That man was killed. Even if he was fighting against the extreme left, this extreme left later considered him a victim of the right. Anyway, a myth became part of Venezuela's history that up to 5500 people were murdered back then. The curious thing is that even if almost all Venezuelans over 16 year old had an ID at that time there was never a list of missing people that added more names to the 270 identified victims. Even if the relatives of those who died asked for an independent investigation, none was carried out. The most curious thing about those times was that those military who actually were responsible for crimes against the extreme left became later the representatives of that extreme left. I can recommend the book about how the ruling class in today's Russia came to be and how it is interacting with the West. </p><p style="text-align: justify;">I do not agree with everything journalist Catherine Belton writes there. Still, I think she presents a huge amount of insights and hypothesis from which we can start many interesting discussions. Her statements should be considered in political circles in the EU, in Britain and in the rest of the West. </p><p style="text-align: justify;">Other specialists on Russia like Mark Galeotti have a different stance, they consider Putin's Russia is above all an <a href="https://www.themoscowtimes.com/2020/08/22/russias-murderous-adhocracy-a71219">adhocracy</a> and they think the siloviki, the members of the security apparatus in Russia, are not that powerful and rather a bunch of improvisers. </p><p style="text-align: justify;">For me, the discussion whether Putin and his cronies came and remain in power as part of a master plan conceived by the KGB or whether the current situation is the result of a chain of trials and errors by some thuggish clan is less interesting than getting to know more details about what the siloviki have been up to in general.</p><p style="text-align: justify;">Michael Kimmage wrote a rather negative review of Belton's book, which you can read it <a href="https://newrepublic.com/article/158616/problem-putinology">here</a>. I bought the book after reading that review, I agree with some of Kimmage's points and yet I still found the book invaluable. Perhaps it is because I think most people can discern what is sheer speculation, what falls into the realm of cliches and what are actual facts or very probably facts. When I read a book that is on politics I do not expect to find a single idea explaining how some part of the universe came to be but get some pieces of concrete information and some possible explanations I can judge upon. </p><p style="text-align: justify;">You can watch some interviews with Belton in English <a href="https://www.youtube.com/watch?v=4tZFSVrFAJg">here </a>and <a href="https://www.youtube.com/watch?v=xX-s528L7R8">here </a>and in Russian <a href="https://www.youtube.com/watch?v=JmSRUBAoGCA">here</a>. I particularly liked the interview in Russian as the one doing the interview is taking the view of a Russian. You can read a more positive review on the book <a href="https://www.theguardian.com/books/2020/may/06/putins-people-by-catherine-belton-review-a-groundbreaking-study-that-follows-the-money">here</a> and another one <a href="https://www.the-tls.co.uk/articles/still-standing-how-vladimir-putin-maintains-his-support-review-stephen-kotkin/">here </a>by Princeton historian <a href="https://en.wikipedia.org/wiki/Stephen_Kotkin">Stephen Kotkin</a>. You can find many more on the Web on your own.</p><p style="text-align: justify;">Some of the things I like, in no particular order:</p><p></p><ol style="text-align: left;"><li style="text-align: justify;">there are references galore one can check out. Even if there are many anonymous sources and a lot of statements from individuals who are clearly biased against the ones in power in Russia now, there are also a lot of other sources one can delve into in order to judge by oneself</li><li style="text-align: justify;">there is a lot of information about Igor Sechin, the Gazprom man.</li><li style="text-align: justify;">Gazprom appearance and expansion is explained in full detail. Admittedly, there is too much of a Khodorkovsky perspective but again, I think any person who has been interested in Russia for some time can separate the wheat from the chaff here.</li><li style="text-align: justify;">there are interesting pieces about the role of former Stasi members in the relationships between Europe and Russia. It is not only <a href="https://en.wikipedia.org/wiki/Matthias_Warnig">Matthias Warnig</a> but <a href="https://en.wikipedia.org/wiki/Martin_Schlaff">Martin Schlaff</a> and some others.</li><li style="text-align: justify;">also some background on <a href="https://en.wikipedia.org/wiki/Nikolai_Patrushev">Nikolai Patrushev</a>.</li><li style="text-align: justify;">one can also read a lot of interesting information about the <a href="https://en.wikipedia.org/wiki/Beslan_school_siege">Beslan </a>and <a href="https://en.wikipedia.org/wiki/Moscow_theater_hostage_crisis">Moscow Hostage</a> crises</li></ol><div style="text-align: justify;">I liked less the final chapter, on how several characters linked to the Russian security services and how they were lobbying in the USA, in particular helping Trump to gain power. I do think Trump is more than compromised when it comes to Russia: many loans to his companies can be traced back to Russia, Trump's state of mind makes him love strongmen like Putin, he has repetedly show his man-love to Putin in a way that has been very embarrassing for the US intelligence agencies, to say the least. Still, the whole chapter seemed like a bit disconnected from the rest. One could have said there there are just as useful and often unconscious fools within the EU or Britain. Why a whole chapter for Trump? I am sure the current Russian government still would prefer for Trump to be re-elected but the last chapter should perhaps have been more general or have gone more into a discussion about what policies the West can develop.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">As others mentioned, Belton gives a lot of credit to her contact Pugachev. She mentions a recording with his voice that was discovered after he left his house. I would be a bit careful about any recording, whatever its content.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">As Kimmage wrote, Belton does not discuss much of the latest blunders the Russian regime has made. That is definitely a pity.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">For those interested in what the siloviki are doing in Syria or Venezuela: you will find nothing of it in the book (there is only one single reference to the money Russia has loaned to Venezuela, for instance). Still, the book is very insightful and even more so for Venezuelans who want to have the big picture and who want to see where the Chavista regime is getting some of its ideas and support from. Igor Sechin, for instance, has big stakes in Venezuela and this book shows you a lot of where he is coming from. A few months ago Putin changed his ambassador in Venezuela. The new one is the Armenian Russian Sergey Melik-Bagdasarov. The one before was Vladimir Zayemski (Wikipedia Spanish <a href="https://es.wikipedia.org/wiki/Vlad%C3%ADmir_Zayemski">here</a>). Zayemski was an old school Brezhnev apparatchik. In fact, he started working as a "translator" at the Soviet embassy in Costa Rica back in 1974 and he became ambassador in the back then democratic Venezuela in 1976. He stayed there until 1979 and did the usual tour of a Soviet diplomat. He became again ambassador to Venezuela in 2006, while it was being transformed into a dictatorship with Cuban and Russian help. While Zayemski was a quiet albeit very loyal Putinist - remember Russia has never known the difference between State, government and ruling party - he was rather quiet and pretended to follow the rules. You would not see him on Twitter sending messages Trump-style. He would give some interviews to El Universal, a Venezuelan newspaper that became neutralized by the regime years ago, he would talk to Putin's largest organ abroad, RT, and he would give interviews to the Russian Kommersant. I have written about him earlier.</div>

Last year Russian journalists in exile published in English an <a href="https://meduza.io/en/feature/2019/07/29/geopolitical-debts">article </a>about why Putin is meddling in Venezuela so much. Things haven't changed: if Venezuela becomes democratic, Cuba's dictatorship falls and that would be a sign for a lot lot more.</div>

Bear in mind: I will from now on try to differentiate more and more between Putinists and Russians. Not all Russians are Putinists and not all Putinists are Russians. It is true Russia has never known a democracy - unless we talk about Veliki Novgorod's times, but then that was a city-state -. Pero el chavismo también aprovechó numerosos errores de la oposición: las fuerzas opositoras que surgieron tras la llegada al poder del caudillo Chávez eran ante todo caraqueños que desconocían casi por completo al resto del país, que pensaban que Caracas conformaba la mayoría de Venezuela. Casi todos los líderes nuevos tenían poco poder retórico o eran relacionados con las clases pudientes de otrora en Venezuela. Ante todo la oposición pecó y sigue pecando por pensar a corto plazo: ahora sí, sí vamos a sacar al chavismo. Se trata de ahora. Y el chaviso usó esto vez tras vez. </div>

Cada año desde 2014 se ha repetido la misma historia: comienzan protestas en los primeros dos o tres meses y luego se produce una nueva ola de emigración. El chavismo ha generado la mayor emigración que se haya vivido en América Latina en un país que había sido conocido por muchas décadas como el país por excelencia de inmigración no solo para otros países latinoamericanos.</div>

Actualmente el chavismo está siendo asesorado y en parte dirigido por fuerzas cubanas y rusas. En particular las fuerzas del poder en Rusia y Cuba han aprendido de sus pérdidas de finales de los ochenta y los noventa.<br />

I just finished a book by Norwegian journalist <a href="https://en.wikipedia.org/wiki/%C3%98ystein_Bogen">Øystein Bogen</a>. The book came up last year, its Norwegian title, Russlands hemmelige krig mot Vesten, means "Russia's secret war against the West". It is still only available in Norwegian but I really hope it gets an English translation soon. It presents a comprehensive analysis of how Putin's Russia is carrying out disinformation campaigns, massive hacking and more aggressive attacks in the West. I have read a lot of things about Russia since I was a child and I always keep an eye for those things but I learnt a lot, even in cases I thought I had read enough already.</div>

Bogen presents a short but very solid historical background of how the Soviet Union was carrying out its desinformation wars in the West. Osten goes into interesting details about how USSR did this. For instance, the KGB worked with obscure newspapers in India to start writing AIDS was "in reality a biological weapon that came from US labs". This lie ended up spreading to Africa and then to the whole world. The Soviet Union also worked with sympathizers in the West, something its follower, Russia of Putin, keeps on doing through obscure think tanks and politicians of both the extreme right and extreme left.</div>

The only thing that might be a challenge for most English readers in this book is that there are a couple of chapters mostly dealing with Russia's attacks in Scandinavia and no Scandinavian readers might lose focus when things are not so much about themselves.</div>

Los venezolanos debemos estar muy pendientes sobre lo que quiere hacer el régimen ruso actual en Venezuela. Los rusos tienen Novichok, tienen sus agentes, tienen su órgano propagandístico RT, sus bots. Tienen sus armas. Aun así, no podrán impedir que nuestro país organiyce elecciones libres, limpias y que volvamos a la democracia y a un camino de desarrollo disponible. Pero si queremos que este cambio ocurra lo más pronto posible, debemos entender a ese país del este.<br />

Como pueden ver en el gráfico anterior, el producto interno bruto per capita de los rusos es muy inferior al de Italia - el PIB total de Italia, evidentemente, es superior al ruso pese a que Italia tiene muchas menos personas y menos recursos naturales). También pueden ver allí cómo otros países otrora bajo el control soviético -y por consiguiente ruso- han sobrepasado a Rusia: es el caso de Polonia, es el caso de los tres países bálticos Lituania, Latvia y ante todo Estonia. Solo Ucrania (no está en este gráfico) aun tiene un PIB per cápita inferior al ruso, pero eso en gran parte se debe a la guerra que Rusia mantiene en la frontera oriental de Ucrania.<br />

Pese a que Rusia per cápita tiene una productividad bastante modesta para los países desarrollados, sigue queriendo intervenir en el mundo de manera muy agresiva. Las razones de esto son complejas: <br />
<ul>
<li>reacción a la expansión de la OTAN, </li>
<li>reacción a las sanciones de Occidente por el Anschluss ruso de Crimea, </li>
<li>esta expansión posibilita a Rusia vender más de sus principales productos: armas.</li>
<li>métodos de ganar dinero de muchos de los oligarcas, muchos de los cuales están conectados al servicio secreto ruso y al aparato militar </li>
</ul>

El gobierno ruso cree que si mantiene las manos de Occidente ocupadas con un montón de regiones en crisis, desde Venezuela hasta Siria, puede ganar espacio en la competencia internacional.</div>

El actual embajador ruso en Venezuela es un viejo diplomático que ya trabajaba en la misma embajada hace cuarenta años, en tiempos de la nacionalización y la mayor prosperidad de nuestro país. Él sabe muy bien cómo el país ha degenerado pero sus intereses son los intereses del gobierno ruso. El gobierno ruso quiere arriesgar mucho.<br />

En mi opinión la mejor manera de interactuar con los rusos es informar, informar muy bien al mundo entero de las intenciones rusas, del nivel de ataques a los derechos humanos en Venezuela, del horrible nivel de corrupción en Venezuela, de cómo Venezuela se ha estado hundiendo mientras casi toda América Latina va avanzando...y en declarar a los rusos que si quieren ver los miles de millones que han gastado en Venezuela su mejor apuesta es apoyar el regreso a la democracia.<br />
<br />
No olvidaremos lo que hagan los rusos, sea lo que hagan de mala o de buena fe.</div>

La economía rusa en los próximos años enfrenta grandes desafíos. Es mejor que se ocupen de arreglar su país que de apoyar una dictadura atroz en Venezuela.</div>

First of all: we need to be cautious. Maduro is going to cling to power a little bit more. This is not 1989 Eastern Europe. Venezuela is not Czechoslovakia, Putin is not Gorbachev who cared about human rights and stuff but rather an ex KGB who feels humiliated by the West and China's GDP is more than 20 times what it was back then and it is a country looking for good colonies. There are lots of people around Maduro who are not only guilty of crimes against humanity but also a lot who are actually involved in drug trafficking and other stuff that might have repercussions even if the new government puts in place a very generous amnesty law. Big Chavistas know they might not have such a quiet life as their counterparts in Eastern Europe back in the nineties because they have made enemies everywhere.</div>

1) Staying in Venezuela as a normal citizen: this would mean he would need to have lots of security guards around him all the time and yet he won't be able to move much: even if no one would touch him, he would be booed everywhere he went all the time, at the very least.</div>

2) Going to Cuba: a lot of people take this as the more likely option but they forget Cuba's regime is largely counting on Venezuela's blood to survive. When Chavismo falls - and it will fall - Castristas will have other concerns. They definitely do not want Maduro there.</div>

3) Going to Mexico: this might be an option if Maduro decides to go to some hacienda in some remote area of Mexico and the current president, lefty Obrador, gives him also protection round the clock.</div>

4) Going to some country in Western Europe: this is possible but probably less so than option 3. First of all: Maduro and his people would not be able to keep up with their lifestyle without getting noticed and Venezuelan expats would make his life difficult: Cilia Flores would not be able to go shopping just lik that in the streets of Zurich or Paris. There are too many Venezuelans there and we live in the Age of the Mobile.</div>

5) Going to Russia: this seems like an option as there are fewer Venezuelans there, Putin still has control of the country even if his popularity is going down. Still, I still cannot picture him spending his days in Moscow or Saint Petersburg, surrounded by mostly Russian speaking people. </div>

6) The same goes for Belarus but much more so than Russia.</div>

We need to try to picture all this so that we can understand Maduro´s state of mind. Take into account that this is also in the minds of dozens and dozens of other Chavistas. </div>

<li>estuvo luego en EUA para encargarse de asuntos latinoamericanos y de la OEA</li>

Cuando uno pregunta a estos políticos qué
van a hacer, se quedan en abstracciones. Quizá realmente temen que si
dicen algo concreto el chavismo va a socabar los esfuerzos, va a estropear todo.</div>

Muchos venezolanos que tienen tiempo en el exterior ahora dicen que se lavan las manos y que los que están en el país tienen sencillamente - sí, sencillamente - que alzarse. Paradójicamente ahora hay muchas menos acciones de presión por parte de los venezolanos en el exterior que hace una década pese a que ahora hay más de tres millones de venezolanos fuera de su país que en aquel entonces.</div>

Muchísimos más, tanto fuera como dentro del país, esperan que los países vecinos o los estadounidenses decidan intervenir en Venezuela. Muchos esperan que los militares, altamente.</div>

Algunos, relacionados ante todo con grupos como Falcón, dicen que ahora sí hay que participar en las elecciones...lo dicen sin preparar nada.</div>

Mientras tanto, miles de venezolanos siguen huyendo día a día y la dictadura chavista se alegra porque sabe que con ello obtiene más poder, caen los ánimos de la mayoría, se quedan los más débiles.</div>

Es ahora cuando los venezolanos de buena fe deben organizarse, exigir un debate, presentar ideas nuevas.</div>

No se sacará al chavismo del poder solo con un abstracto "hacer presión". Practicamente todos los que están en el poder en Venezuela ahora, todos los políticos, todas las fuerzas militares y de seguridad, tienen esqueletos en su closet, son peligrosos criminales que no se imaginan fuera del poder. Se ven envalentonados por la ayuda de las fuerzas represivas cubanas, por la ayuda que reciben de una Rusia que quiere crear una nueva Siria en América, por una China que pretende estar solo interesada en relaciones comerciales con todos pero que en realidad también está jugando el juego de dividir a América Latina y conquistar espacios no solo económicos sino políticos.</div>

El chavismo se negará vez tras vez a permitir elecciones libres. Si hubiera tales elecciones para elegir cualquier autoridad en Venezuela, de inmediato creará un nuevo ente que deje sin poder a dichas autoridades. El chavismo jugará sucio hasta el final.</div>

Pese a todo esto es ahora cuando los venezolanos honestos deben actuar. Es ahora cuando debemos crear un movimiento que muestre con mucha claridad que ni siquiera los mafiosi del gobierno cubano o ruso van a querer apoyarlos.</div>

Debemos aprender de los errores que ha cometido la oposición venezolana, pero también de aquellos cometidos a lo largo de las décadas por la oposición cubana y la de Siria.</div>

En muchas ocasiones cuando en Venezuela se produjeron movimientos de protesta muchos se apresuraron a compararlos con los movimientos de protesta en la Checoeslovaquia, Polonia o Alemania de 1989 o con Ucrania de 2014, sin pensar en cuáles eran las diferencias. La dictadura chavista y sus aliados rusos, cubanos y chinos estaban mejor preparados.</div>

Ahora nosotros debemos tomar la iniciativa y debemos hacerlo de una manera absolutamente abierta: no hay secretos qué esconder, sí hay un debate muy abierto que hay que desarrollar en todo el mundo, sí hay una guerra de principios muy clara que hay que desarrollar.</div>

Los criminales que lideran la dictadura van a enviar a miles de provocadores a nuestras marchas frente a las embajadas. Los esbirros de la televisión de Putin van a buscar a la gente que nos haga quedar mal. Los cubanos y los chinos van a proveer de tecnología a los militares venezolanos.</div>

Debemos crear un movimiento que explique una y otra vez cómo el chavismo odia el pluralismo, cómo es el grupo más corrupto que haya tenido Venezuela en toda su historia, cómo es responsable por el hecho de que Venezuela sea un desastre como el que es ahora. Debemos mostrar a todo el mundo y a toda Venezuela cómo funcionan los servicios de represión y cómo ellos son una minoría que debe finalmente aceptar que tienen que dejar el poder. Vamos a revelar cuán ruín es cada país que apoye a los criminales que están destruyendo Venezuela.</div>

Arte is a German-French culture channel and it often produces very good programmes but the one I just watch about Venezuela is not one of them. It failed to answer the question it asked at the start: how could Venezuela come to this mess?</div>

<li>2:30 The population in Venezuela is indeed ethnically very mixed but the figures Arte got are the old and rather official figures that do not have anything to do with what our Venezuelan common sense and present day genetic studies have shown. Arte says our population is 50% "of mixed origin", 42% "of European origin", 3.5% of African and 2,5% "of native American origin". In reality people of purely European original might be less than 10% and probably more than 88% are mixed in the most incredible ways. A lot of Europeans or US Americans might think I am of "European stock". As I have always known and as the Genographic Project showed me, I am the typical European-native American-African Homo sapiens. My <a href="http://venezuela-europa.blogspot.com/2014/01/venezuelan-genetics-in-context.html">profile</a>, which is close to the mean, is 67% European, 25% native American and 8% black African. <a href="http://dienekes.blogspot.com/2013/11/population-history-of-caribbean.html">This </a>is a good start to view what genetics in the Caribbean is. Arte: instead of trying to explain our ethnic background or whatever you want to call it, you could have spent some time explaining how the left extreme sponsored by Cuba infiltratred military and got to military like Chavez or violent groups that promoted the clash of El Caracazo in 1998 or how the military managed to destroy the already weak division of powers or how elections were influced or simply violated (you probably did not hear about the Smartmatic scandal).</li>
<li>At minute 3 Arte says the average Venezuelan has good education levels. That is bollocks, to say it mildly. If you want to read about education in Venezuela, you can check out my posts since 2007 and, in particular, my little project about the OECD <a href="https://www.meb.gov.tr/earged/oecd/PISA.pdf">PISA </a>programme. I can put journalists in contact with people in Venezuela and abroad who dealt with this issue. Venezuelans had a lot of top professionals who fled in the last decades due to Chavismo but the median Venezuelan is not better educated than the average Colombian or Argentinian or Chilean or Uruguayan or Peruvian or...you get the point. Official literacy figures were already at about 93-95% in 1998, but in reality we had and have a huge problem with functional illiterate. The quality of education had been going down the drain since oil prices first collapsed back in the eighties things worsened even when Chavez got the longest, biggest oil boom in our history - and the petrodollars that go with that. UNESCO my foot. United Nations also praised Venezuela for its efforts in food production made up by the regime...shortly before people discovered malnutrition was worse than what we had in many many decades.</li>
<li>At 4:20 Arte says oil exports make up 95% of our exports. That has been the figure mentioned since at least 2005. What Arte fails to say is that in the nineties, before the caudillo came to power, the figure was around <a href="http://venezuela-europa.blogspot.com/2015/02/ein-deutscher-der-uber-venezuela-als.html">75%</a>. What happened?</li>
<li>At 4:40 Arte, like a lot of journalist sources that did not care to investigate, repeats the mantra that Chavez introduced the social contract of distributing oil wealth. Arte - and this is the very worst of the program - simply did not care to investigate what efforts previous governments did, already since the end of the Gomez dictatorship in 1937, particularly in the forties and then in the sixties, seventies, eighties...until world oil prices collapse. Arte did not mention free education and health care systems were introduced long before Chavez was born. It did not mention that sinking oil prices impacted those social programmes that enable all of Chavez's family, my family, the families of almost all Venezuelans to receive free education and health care - faulty but free nonetheless and better than during most of the Chavista regime. Arte claims Maduro is keeping up those policies of helping the poor. This is simply rubbish. Maduro prefers to pay back the huge debts incurrend by Chavez and himself instead of providing for basic medicine for children, for the elderly, for everyone. Virtually all Venezuelans could give you a lesson or two about that.</li>
<li>At 5 Arte explains we have not built other production sectors apart from oil. It does not care to find out how we were earning the 25% of export during the low oil price time that enabled Chavez to become a candidate. Arte and those German and French journalists do not have a clue about how Venezuela had started to export more things related to aluminum, steel, even textiles etc but people did not want to wait for the fruits and a minority went to elect a populist, a bloody coupster who, they thought, would bring back the golden times when oil prices were high. Unfortunatelly, few books and Internet sources report what kind of things we were exporting back in 1998. Try to Google a bit "Rualca Venezuela". That kind of company was destroyed by Chavismo. There were a few like it.</li>
<li>At 5:39 Arte talks about how we import food etc from different countries. We have done that indeed for many many decades but Arte does not care about the percentage of things we were importing before Chavismo came to power. Finding out about that requires some investigation, which Arte has no time to do.</li>
<li>At 5:59 Arte shows a chart for oil price evolution for the last ten years. Here lies one of the biggest errors of Arte. It definitely is not able to put Chavismo in perspective. If Arte journalists were data scientists trying to help the world with their use of statistics, we would be doomed like now. In my blog you can find many <a href="http://venezuela-europa.blogspot.com/2014/03/un-pais-cronicamente-disfuncional.html">charts </a>about oil prices, GDP etc that take into account the evolution since before Chavismo came to power. There is no excuse for Arte to restrict its chart to the 2008-2018 period: you can in the same time give a bigger and much more clear picture. Oil prices now are still higher, much higher, inflation included, than what they were in the early days of Chavismo and much more than in the decade that preceded Chavismo. In the nineties we had hard times but people were not starving as they are now, we did not have the massive flood of emigration and even our murder rate was a third of what we have now. This is something Arte journalists do not mention. As people who do know about economics have written, Venezuela's economics was already a mess when oil prices were at its highest...only that Chavez sold Venezuela's future to the Chinese and Russians. </li>
<li>At 6:23 Arte finally mentions the magic word "corruption". Unfortunatelly, it does not show the incredible evolution corruption - an eternal problem in Venezuela - has had since Chavismo came to power. The government of Carlos Andres Perez fell for a fraction of a fraction of the money Chavismo stole in their first days. Chavismo has stolen more than what Mobutu stoled over a longer period of time in Congo.</li>
<li>At 6:40 Arte rightly mentioned that we have not diversified our economy...but it does not know we were actually doing it before the coup monger was elected president in December of 1998.</li>
<li>At 6:47 Arte says unemployment is at 25%. This figure is just pointless. Better say a university teacher could not earn enough to buy food with his salary, much less to buy shoes.</li>
<li>Arte does not mention how the regime is printing money like absolute idiots</li>
<li>At 8 the journalist explains Venezuela's population is divided between opposition and pro-government, something with an information value close to zero as you can say this of many many countries around the globe. In reality we have a middle group that is equally important and that group is made up of those who blaimed it on the opposition and the governemtn (whereas the opposition blames it on the others and the government and the government blames it on the opposition and the rest of the world that is not Putin and the Castro Regime and China and Iran).</li>
<li>At the end Arte talks a bit about the massive emigration from Venezuela but as Venezuelan history for the Germans and the French started with Chavez, it fails to report that many millions of people immigrated to Venezuela in the decades prior to Chavismo. It does wonder why. </li>

Harari explicaba en su libro <a href="https://es.wikipedia.org/wiki/Homo_Deus:_Breve_historia_del_ma%C3%B1ana">Homo Deus</a> cómo Ceausescu y sus colaboradores lograron subyugar a veinte millones de rumanos durante cuatro décadas.</div>

Según Harari, los líderes del régimen comunista consiguieron mantenerse en el poder tanto tiempo porque</div>

<div style="text-align: justify;">
1) pusieron a funcionarios comunistas leales a controlar todas las redes de cooperación, desde el ejército hasta las asociaciones deportivas</div>
<div style="text-align: justify;">
2) impidieron la creación de organizaciones rivales en el plano político, económico o social</div>
<div style="text-align: justify;">
3) contaron con el apoyo de partidos comunistas similares en la URSS y otros países de Europa oriental.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
Harari, como es normal, advierte que la historia no se repite pero puede ayudar a dicernir tendencias.</div>

Yo hablaría de patrones. </div>

Revisemos los tres puntos.</div>

1) El chavismo ha sufrido un montón de deserciones pero como desde hace décadas el movimiento es profundamente criminal, las deserciones mismas no tienen autoridad moral...y los que quedan se vuelven más leales al régimen porque saben que después solo vendrá la prisión o el exilio en Rusia...y pocos venezolanos sin trabajo quieren ir a Rusia (aunque aumenta su número cada mes).</div>

<div style="text-align: justify;">
2) El chavismo no ha impedido la creación de organizaciones como lo hizo el comunismo europeo sino que ha tomado el camino putinista: ha inhabilitado y encarcelado a un montón de gente y hace seguimiento con tecnología cubana, rusa y cubana, de las comunicaciones de miles de opositores.</div>
<div style="text-align: justify;">
El chavismo ante todo ha usado el método antiquísimo de <a href="https://es.wikipedia.org/wiki/D%C4%ABvide_et_%C4%ABmpera">divide et impera</a> que se usa hasta en sistemas menos represivos. Los venezolanos, que muy difícilmente trabajan en equipos igualitarios, sin un caudillito que los rija y prometa, no han conseguido enfocarse en un movimiento con principios y solo han trabajado en plataformas electorales para tal o cual líder del momento.</div>

3) El chavismo cuenta no solo con los servicios de espionaje cubanos sino con el apoyo de Putin, quien por menos valor estratégico en Siria ha estado dispuesto a mandar soldados y cientos de mercenarios a ese país de Cercano Oriente. </div>

En particular la oposición venezolana no ha sabido cómo coordinar nada con movimientos opositores en Cuba y mucho menos ha sabido cómo influir en el público cubano en general.</div>

Actualmente el cambio también es más difícil porque falta el elemento sorpresa. Y es que lo que ocurrió en 1989 tomó a casi todos desprevenidos. Muy pocas personas tenían la perspectiva general y específica de los cambios que se producían en diversas regiones del mundo en aquel entonces, de lo que ocurría con la carrera armamentista, con los precios del petróleo, con la fosilización de las estructuras económicas soviéticas, con el desarrollo de la informática en Occidente, con el flujo de información que finalmente entraba en Hungría y otros países del Bloque Socialista (Comunista).</div>

Actualmente los movimientos "socialistas" (o como quieran llamarlos) y Rusia putinista están obsesionados con reconocer a tiempo cualquier grupo o movimiento que pueda poner en peligro su control de los países satélites. En eso se parecen más a la Rusia de Stalin, pero con software de espionaje.</div>

El comunismo (o socialismo de Estado o como se quiera llamar) murió hace mucho tiempo en Rusia. Aun así, el putinismo se basa en muchas de sus estructuras y prácticas - es una mezcla de métodos soviéticos con economía de mercado con cronismo post-soviético y mitos y ritos sacados de la Rusia imperial. Si Uds leen la prensa rusa oficialista, si l<a href="http://venezuela-europa.blogspot.com/2018/05/los-rusos-en-venezuela-un-dia-antes-del.html">een la entrevista que le hicieran al embajador ruso en Venezuela, que yo comenté en una entrada anterio</a>r, notarán cómo se menciona una y otra vez que tal o cual grupo en Venezuela o en la misma Rusia quiere hacer una nueva "<a href="https://es.wikipedia.org/wiki/Revoluciones_de_colores">Revolución de los Colores</a>", como se llamaron los movimientos en países que trataron de escapar de la influencia de Rusia a partir de los 2000 (ya no se habla de las revoluciones que se produjeron en 1989 en Europa Central y Oriental).</div>

El chavismo emplea trucos parecidos a los que emplea Putin en Rusia y lo consigue pese a que Maduro, al contrario que Putin en Rusia, es odiado por la gigantesca mayoría de la población.</div>

<div style="text-align: justify;">
El chavismo ha conseguido neutralizar a los pocos opositores que tienen un mínimo de capacidad retórica y posible atractivo para las masas. No es difícil en un país donde el político promedio no lee un libro al año.</div>

<div style="text-align: justify;">
El chavismo se aprovecha de un proceso de cansancio durante el que la oposición luchó sin organización, sin estrategia, con todos los petrodólares en contra.</div>

El chavismo se aprovecha del mayor movimiento de emigración en décadas: estos millones que huyen del hambre y la criminalidad de Venezuela chavista no estarán allí para protestar.</div>

Si queremos salir del chavismo esta década y convertir Venezuela en un país democrático, pluralista y en vías de desarrollo, debemos ser mucho más creativos y persistentes.</div>

Hace poco el periódico ruso Kommersant <a href="https://www.kommersant.ru/doc/3634502">entrevistó</a> al embajador ruso en Venezuela, Vladimir Zayemski. Según Wikipedia rusa, este hombre nació en 1952 y se graduó en el <a href="https://es.wikipedia.org/wiki/Instituto_Estatal_de_Relaciones_Internacionales_de_Mosc%C3%BA">Instituto Estatal de Estudios Internacionales</a> en 1974, comenzó a trabajar para la embaja soviética en Costa Rica en 1974 y fue traductor de la embajada soviética en Caracas del 1976 al 1979. Ha sido embajador de Rusia en Venezuela desde 2009.</div>

El embajador causalmente estaba en el mismo hotel donde se hallaban oficialistas y opositores y habló con funcionarios dominicanos. Según estos (y según él), los opositores habrían vuelto de Caracas con nuevas exigencias que no habían sido tocadas antes y esto fue una sorpresa para todos. Según el embajador, hay grupos en Miami y en general de EUA que se oponen a un diálogo y Maduro debe proponer uno nuevo.</div>

Venezuelas Regime hat die Zinsen für die Chavez-Auslandschulden jahrelang religiös zurückbezahlt. Es schreckte nicht davor zurück, Geld für die Einfuhr lebenswichtiger Medizinen oder Investitionen für die Lebensmittelproduktion radikal zu reduzieren. Viele Venezolaner leiden unter Unterernährung, viele sterben an Krankheiten, die man früher behandelt hätte, die Regierung konnte aber dank der umgeleiteten Petrodollars eine Erklärung von Zahlungsunfähigkeit verschieben. </div>

Warum soll die Regierung dem Volk so was antun? Damit wird es nicht gerade populärer. Bei Zahlungsunfähigkeit könnten aber Richter in der ganzen Welt Eigentum des venezolanischen Erdölkonzerns PDVSA beschlagnahmen und das wiederum würde Venezuelas Regierung nur dann stoppen können, wenn sie Wirtschaftsreformen akzeptieren würde. Wirtschaftsreformen würde das Maduroregime aber gar nicht implementieren. Wahrscheinlich werden die Linksextremisten nun sagen, die Maßnahmen wären "neoliberaler Natur". Wohl kaum: die Massnahmen würden nun eher daraus bestehen, die jetzige Überbewertung der nationalen Währung sowie mehrere Wechselkurse aufzugeben. Die Militärführer und die anderen Mächtigen des Chavismus würden aber damit weniger stehlen können. Weniger Korruption würde fatal für die Stabilität einer Regierung von Schurken sein.</div>

Jede Woche kommen neue Fristen zur Zahlung von Bonds, jedesmal sagt das Regime, das es zahlen wird, tut es nicht, erklärt später, dass es gezahlt hat, das Geld erscheint, die Regierung beteuert nur, dass es lediglich Probleme bei den Transfers gab...immer wieder. Manche <a href="https://www.caracaschronicles.com/2017/11/10/shrodingers-default/">denken</a>, bestimmte Chavista-Bonzen spielen mit Insider information und gewinnen durch die extreme Schwankungen bei den Preisen dieser Bonds.</div>

Maduros Regime hat die Investoren zu einem Treffen am 13.11 in Caracas <a href="https://www.reuters.com/article/us-venezuela-bonds-advisers/venezuela-creditors-recoil-at-proposed-caracas-bondholder-meeting-idUSKBN1D8343">eingeladen</a>. Viele zögern, denn das Team der Menschen, die Maduros für die Verhandlungen auserkoren hat, ausgerechnet aus Parteibonzen besteht, die die US Regierung als Kriminelle deklariert hat. Mit denen dürfen US-Firmen nicht verhandeln. Die US-Regierung hat gesagt, man dürfe sprechen aber keine Deasl machen. Sehr konfuse Situation also.</div>

Am 15.11 will Maduros Regime auch ein Treffen mit den Russen haben, um die Zinsenszahlung mit ihnen zu verhandeln. Das wird sehr wahrscheinlich zu völlig verfassungswidrigen Zugeständnissen auf Erdölressourcen in Venezuela führen. Der Oligarch und Putins Freund Igor <a href="https://de.wikipedia.org/wiki/Igor_Iwanowitsch_Setschin">Setschin</a> muss schon sehr froh sein. </div>

Die Ergebnisse der Pseudowahlen für die verfassungsgebende Versammlung, die Maduro gegen die dafür vorgesehene Prozeduren organisierte, wurden als falsch erkannt und zwar selbst von der Firma, die die <a href="http://www.zeit.de/politik/ausland/2017-08/venezuela-wahlergebnis-manipulation-verfassung-nicolas-maduro-smartmatic">Wahlcomputer</a> zur Verfügung stellte. Dennoch gehen die Venezolaner stimmen...auch wenn sie wissen, dass das Regime alles unternehmen wird, um ihre Wahl zu verfälschen und die gewählten Bürgermeister und Gouverneure zu entmachten.</div>

Diese Zentren liegen alle in den gefährlichsten Bezirken von einem Land mit einer Mordrate, die doppelt so hoch ist wie die von Mexiko, Kolumbiens oder Brasiliens.</div>

Der Verteidigungsminister, der ja die Logistik der Wahlen in Venezuela organisiert, heißt Vladimir Padrino. Vladimir ist kein <a href="http://desarrollosostenibleparavenezuela.blogspot.de/2017/07/el-germen-comunista-de-la-boliburguesia.html">üblicher</a> Name in Venezuela. Die Eltern dieses Vladimirs waren schon Kommunisten, die Kuba und die Sowjetunion verehrten. Er war ein Teil der viele Jungs, die das kubanische Regierung in das venezolanische Militärsystem seit langem schleichen ließ. Dieser Padrino lässt nun die Militärs "<a href="https://www.youtube.com/watch?v=9Hsg_OSa3lw">Sozialismus, Vaterland oder Tod</a>" aufrufen. </div>

Venezuela está siendo destruida a pasos agigantados y ya no sabemos cómo describir eso. Ya cualquier persona normal en todo el mundo admite que se trata de una dictadura. </div>

Si hay algo que debemos admitir es que los gobernantes chavistas, aparte de tener una suerte increíble con el petróleo durante tanto tiempo, han sido más astutos que los opositores. Su astucia ha sido dirigida exclusivamente a dos cosas: mantenerse y aumentar su poder y enriquecerse. Y cuando les faltó la astucia, les sobraron las armas.<br />

Poco o nada les importó destruir un país. En esto se han diferenciado del equipo del autócrata ruso Vladimir Putin: si bien hay mucha corrupción en Rusia y las cosas no funcionan como deberían, el gobierno ruso ha sabido gerenciar de manera más o menos pasable su economía: ha permitido que el rublo se devalúe, ha promovido la exportación de productos rusos, ha invertido mucho más en infraestructura. En Rusia se roba y se oprime, pero los putinistas no destrozan el país.</div>

Hoy en día Venezuela es una colonia cubana, rusa, china y un poquito de muchos acreedores en todo el mundo. Y hoy en día los venezolanos viven en una pura dictadura del siglo XIX y su nivel de vida es el peor de todo el continente suramericano.</div>

<li>El chavismo querrá que el mundo entero se acostumbre a la boliburguesía como se ha acostumbrado al castrismo en Cuba. El periodista Oppenheim escribía el otro día que aunque era muy correcto que el mundo se indignase frente a la dictadura chavista, tendría que hacer lo mismo con el castrismo. No es así y nosotros, los venezolanos, tampoco parece que nos damos cuenta que olvidar de apoyar el cambio en Cuba solo ayudará al chavismo en Venezuela.</li>

These pictures from a village in the province, a place where food situation is much better - or less horrible - than in Caracas.<br />

Prices in real life do not follow a linear function. Prices for perishable products that are seasonal tend to fluctuate a lot. Still, these pictures show you how dramatic things are getting. This is as good as it gets in Venezuela: you could get there a kilogramme of tomatoes in August 2016 for 450 Bs. Last month you had to pay 4000. Back then you could get one kilogramme of onions for 800 and now you need to pay 3500. Back then a broccoli would set you back 700 bs. Last month you needed 6000 Bs. I do not have a picture from this month but the situation is much worse. Still, the overall for fruits and vegetables in the countryside seems to be less than 500% but this is one of the cheapest places in the whole region. As economics outside Stalin's imagination dictates it, chances are prices there will escalate as soon as more people find out about it.</div>

If you are a taxi driver in a secondary city far away from Caracas, you get about 25000 to 30000 Bs a week. You can buy a kilogramme of meat with that.</div>
